Wife of Israel’s Prime Minister could face Five years jail for the ‘meal fraud’

Tel aviv – Israel’s first lady was summoned by the court on Sunday on the charges of misusing state funds in ordering catered meals.

According to Reuters agency, Sara Netanyahu (59), wife of Israel’s Prime Minister Benjamin Netanyahu (68), along with a government employee, fraudulently obtained from the state more than $100,000 for hundreds of meals supplied by restaurants, bypassing regulations that prohibit the practice if a cook is employed at home.

She will be awarded jail upto five years of jail on the charges of fraud, breach of trust and fraudulent receipt of goods.

Benjamin, who himself is trapped in corruption investigations, has called the allegations against his wife absurd.

However, charges against Sara have not politically damaged her husband, who is serving fourth term as Israel’s leader and winning in the opinion polls despite corruption charges against him.

Benjamin accused Israeli media of running a witch-hunt against him and his wife to sabotage his political career.

Elections in Telangana on 7th December

New Delhi – Setting the stage for the high-stakes battle between TRS and the Congress ahead of the Lok Sabha polls next year, the Election Commission on Saturday announced the schedule for the Assembly elections for Telangana on December 7. The EC has also notified the schedule for Assembly elections in Madhya Pradesh, Mizoram, Rajasthan and Chhattisgarh along with Telangana. Counting of votes in all the states will be done on December 11, Chief Election Commissioner O P Rawat said announcing the schedule at a press conference here.

Voting will be held in a single phase in Telangana and Rajasthan on December 7, and Madhya Pradesh and Mizoram on November 28, Rawat said, adding that Chhattisgarh will vote in two phases on November 12 and November 20. The BJP and the Congress will face head on in Madhya Pradesh (230 seats), Rajasthan (200) and Chhattisgarh (90), where the saffron is in power while in Telangana (119) the TRS is seeking a second term. In Mizoram (40) the Congress is the ruling party. The BJP is in power in Madhya Pradesh and Chhattisgarh for three consecutive terms while in Rajasthan power alternates between the two parties every election.

The Model Code of Conduct comes into force with immediate effect in four states while in Telangana it was in force from the date of dissolution of the Assembly last month. Notification for the first phase will be issued on October 16 and the last date for nominations would be October 23. Scrutiny will take place next day and the last date for the withdrawal of the nominations will be October 26. The notification for the elections in the rest of the 72 constituencies in the second phase would be issued on October 26, while the last day for nominations would be November 2. Scrutiny will be done on November 3 and the last date for the withdrawal of the nominations will be November 5. The tenure of the Chhattisgarh Assembly comes to an end on January 5, 2019.

In Telangana and Rajasthan, which will go to the polls in a single phase on December 7, the notification will be issued on November 12 and the last date for filing nominations will be November 19. Scrutiny will take place on November 20 while the last date for withdrawal of nominations will be November 22. The term of the Rajasthan Assembly expires on January 20, 2019. Telangana Chief Minister and TRS chief K Chandrasekhar Rao dissolved the House last month — nearly nine months before its term was to end.

The TRS is ahead of all parties with regard to election preparedness by announcing 105 candidates out of the total 119 seats in Telangana. The announcement of the candidates for the rest of the 14 constituencies will happen very soon, according to party sources. Chief Minister K Chandrasekhar Rao has already launched electioneering in the state. In Madhya Pradesh and Mizoram, the notification will be issued on November 2 while the last date for nominations would be November 9. Scrutiny will be done on November 12 and last date of withdrawal will be November 14. While the term of the Assembly in Madhya Pradesh expires on January 7, the tenure 40-member Assembly in Mizoram expires on December 15.

In Chhattisgarh, where the Commission decided to go for two phases in view of the Maoist problem, voting will be held in the most affected areas of the 18 constituencies in the southern part on November 12 and in the remaining 72 seats, voting will take place on November 20. Asked about the criticism over rescheduling the time of the press conference from 12.30 pm to 3 pm and that it was done under pressure from Prime Minister to accommodate his election rally in Ajmer in Rajasthan, Rawat said there was no pressure from anywhere.

“There would not have been a delay of two-three hours but for the problem relating to electoral rolls in Telangana,” he said and added parties were free to complain to the Commission if somebody got a concession. “It is the duty of the Commission to satisfy all the stakeholders. We will hold free, fair and credible elections which is our commitment and compulsion,” he said. He said the existing electoral rolls in the all the states have been revised with reference to January 1, 2018 as the qualifying date. The CEC said the Electronic Voting Machines (EVMs) and Voter Verifiable Paper Audit Trail (VVPATs) will be used in the current round of elections for which arrangements have been made to ensure their adequate number.

US will offer Cyber Warfare tactics to its NATO allies

A United States official says the U.S. military is offering its cyber warfare technology, including computer software tools, to the North Atlantic Treaty Organization (NATO).

The move is meant to help the 69-year-old alliance better deal with cyber threats from Russia and China.

The Associated Press says an announcement is expected soon.

Katie Wheelbarger is a deputy assistant defense secretary for the United States Department of Defense. She said the U.S. is prepared to use defensive and offensive cyber operations for NATO allies. One condition, however, is that the U.S. will keep control of its own personnel and operations.

NATO members accept cyber operations

The U.S. offer comes just three months after leaders of NATO member countries gathered in Belgium. They agreed to let the alliance use cyber technology that is provided voluntarily by NATO members. Their goal is to protect computer networksand fight off cyberattacks.

The agreement shows that the United States and its allies are increasingly concerned about Russia’s use of cyber operations to influence elections worldwide.

On Thursday, the Netherlands reported that Russia’s military intelligence service, the GRU, attempted a cyberattack on a group investigating chemical weapons use. Hours earlier, Britain accused the GRU of carrying out a worldwide campaign of cyberattacks.

“Russia is constantly pushing its cyber and information operations,” said Wheelbarger. She added that the cyber effort is a good way for the U.S. to show its continued support for the alliance.

NATO Secretary-General Jens Stoltenberg said offensive cyber operations are “just one of many elements in our strengthened NATO cyber defenses.” He told reporters it is important to have the ability to destroy networks used by groups like the Islamic State for financing and expanding membership.

Stoltenberg said that Britain and Denmark also have agreed to help NATO with cyber warfare activities, and he expects other countries to follow. He noted the use of computers to influence political processes as well as cyberattacks against infrastructure. He said that cyber warfare will be an important part of “any future military conflict.”

A new cybersecurity strategy

Observers say the new declaration of cyber support can help serve as a warning to keep other nations and enemies from attacking. In September, the U.S. Defense Department released a cybersecurity strategy. That document calls for more aggressive use of cyber activities by the military. And it criticizes Russia and China for their use of cyberattacks.

China, the document said, has “persistently” taken information from government and private businesses for economic reasons. It said Russia has used cyber information operations to “influence our population and challenge our diplomatic processes.”

U.S. officials have repeatedly accused Russia of interfering in U.S. elections in 2016 by using, among other things, social media.

For these and other reasons, the new cybersecurity strategy calls on defense officials to “work to strengthen the capacity” of allies and partners.

NATO has slowly moved to expand on offensive cyber activities.

At a NATO meeting in Warsaw in 2016, the alliance recognized cyberspace as an area of warfare. It went on to say that a computer-based attack on any ally would activate NATO’s promise to defend its members.

In 2017, NATO officials agreed to create a cyber operations center. So far, the alliance has been taking steps to defend NATO networks and those of its members, and not on offensive computer technology.

Modi faces heavy blows from his rivals over ‘Fishy’ Jet Deal

0
By Jeffrey Gettleman and Kai Schultz

Prime Minister Narendra Modi of India swept into office four years ago vowing to crush corruption. Some of his most momentous acts since taking office, like wiping out nearly 90 percent of India’s currency virtually overnight, have been to clean up the country’s endemic graft.

Mr. Modi was also quick to accuse the rival Congress Party, India’s longstanding political dynasty, of lavish spending and crony capitalism.

But in the past few weeks, the role of accuser has been dramatically reversed.

The Congress Party, which had seemed anemic since Mr. Modi’s election, has found a new spring in its step by hounding the prime minister over an opaque arms deal that has raised some serious questions.

Why did Mr. Modi renegotiate a deal for 36 fighter jets?

Why was a company run by members of one of India’s wealthiest families chosen to participate in the deal, despite having no experience building jets?

Why did the costs of the planes seem to jump so much?

And why isn’t Mr. Modi sharing more details?

For several years, Indian politics have been dominated by Mr. Modi’s party, the Bharatiya Janata Party, or B.J.P., which has grown accustomed to pushing around its rivals.

But for the first time in a long time, the opposition, by building a damaging narrative around this arms deal, has landed a solid punch, and is hoping to keep the pressure on Mr. Modi and his party ahead of next year’s general election.

Congress Party officials have dominated headlines and social media with their accusations that Mr. Modi inflated the price of the aircraft, estimated to cost $8.7 billion, and brought in a trusted ally on the deal so his political party could get something back in return.

“We smell something fishy,” said Jaiveer Shergill, a Congress Party spokesman.

The story of the jets starts in 2015, when Mr. Modi, on a visit to Paris, proudly announced that he had struck a deal with the French to buy three dozen supersonic Rafale fighter planes. The surprise wasn’t the French partner, Dassault Aviation, maker of the storied Mirage.

What raised eyebrows was a new twist in the deal announced more than a year later. The arrangement included what is called an offset contract in which the French, in return for selling India billions of dollars of planes, would invest in India and help Indian companies build aerospace components.

The lead partner chosen for the offset contract was the Reliance Group, a conglomerate run by members of the Ambani family, one of India’s richest and most ostentatious. While Reliance has long been involved in manufacturing and has billions of dollars in capital, it has no experience making jets. And the Ambanis are known to be strong Modi supporters.

The former French president, François Hollande, added to the controversy surrounding the deal when he said recently that the Modi government had specifically proposed the Ambani-owned company for the offset contract.

“We did not have a say in this,” Mr. Hollande, who was president at the time the deal was made, has been quoted as saying by Mediapart, a French news outlet. “We did not have a choice.”

Mukesh Ambani, the billionaire who built a 27-story house that overlooks slums, is considered one of Mr. Modi’s closest corporate allies.

His younger brother, Anil, runs the Reliance Group, a separate operation from Mukesh’s holdings. Some of the Reliance Group’s business units are struggling, and it recently sold a number of assets to lower its debt load.

Anil has also heaped praise on Mr. Modi, calling him “a king among kings” and likening him to one of the greatest heroes of Hindu mythology.

Though most pundits believe next year’s national elections are still Mr. Modi’s to lose, the contest appears to be tightening. More and more Indians are frustrated with the economy, inflation and Mr. Modi’s lofty but unfulfilled promises to create enough jobs.

So opposition politicians have seized on this jet deal with an almost desperate glee.

Reliance will make an “unwarranted, escalated profit,’’ said Mr. Shergill, the Congress Party spokesman. “How much of a share is the B.J.P. getting out of that profit?”

Rahul Gandhi, the Congress Party leader, put it even more bluntly. On Twitter, he called Mr. Modi the “commander in thief.”

With these accusations swirling around him, Mr. Modi has gone with his usual response: silence.

Rather than speaking out himself, he has deputized party officials and ministers to fend off claims of a quid pro quo between the governing party and Reliance Group. His stand-ins have argued that the details of the agreement, including how the price was set and why Reliance was selected, cannot be revealed because of the contract’s “secrecy clause.”

Analysts say the strategy isn’t working.

“This is a persistent problem with this government,” said Milan Vaishnav, the director of the South Asia Program at the Carnegie Endowment for International Peace. “You have no clear spokesperson with the prime minister’s office, you have no media adviser. I think on many of these issues they often come across as flat-footed or disorganized.”

Until the backlash over the jet deal, Mr. Modi had seemed to float above the most serious allegations against his administration or political party. A shrewd steward of his image, he would draw on his personal story of being the son of a tea seller, a devout Hindu and a prime minister who lives simply.

He has often boasted that his government was clean and that he was a cut above previous prime ministers tainted by corruption. One was Rajiv Gandhi, Rahul’s father, who was suspected of taking millions of dollars in kickbacks in the 1980s from another opaque arms deal, although an Indian court officially cleared him in 2004, 13 years after his assassination.

Now, Mr. Vaishnav said, the opposition can say about Mr. Modi: “You’re just like anybody else.”

India’s Ministry of Defense denied any wrongdoing in the deal, calling the offset contract “a purely commercial arrangement between two private companies.”

An official with Dassault Aviation said in an email that the company chose “our partners freely without pressure from the Indian government.”

Supporters of Mr. Modi argue that the Reliance Group, a conglomerate with thousands of employees and experience working on big infrastructure projects, isn’t such an odd choice as a partner to the deal.

A Reliance spokesperson said that other Indian companies with little track record in defense manufacturing had also jumped into the sector and that this controversy was a “nonissue” stirred up by corporate rivalries.

India’s original plan was to buy 126 Rafale jets, with a large portion of them built in India, for less than $100 million per jet, according to figures provided by Congress Party officials, whose leaders negotiated the first rounds of the deal when they were in power several years ago.

At that time, the leading contender on the India side was Hindustan Aeronautics, a government-owned company with a history of making military aircraft, though its record on deliveries was mediocre.

Under the terms of the deal negotiated by Mr. Modi, the price-per-plane rose enormously, Mr. Gandhi contends, to over $230 million each.

That figure has been contested by defenders of the deal, who say its total price also includes missiles, spare parts and other costs — more than just the planes themselves, which they say individually cost a little more than $100 million each.

One point on which there is widespread agreement: India’s need to update its aging fighter jets. India aspires to be able to wage a two-front war, but analysts say its current air force would be annihilated by a simultaneous attack from China and Pakistan, India’s regional rivals.

While voters may find the murky affair hard to follow, the opposition is likely to do all it can to make sure people don’t forget.

“This is all about optics,” said Harsh V. Pant, an international relations professor at King’s College in London.

“It’s not about bringing anyone to justice or doing anything for the greater good,’’ he added. “It’s all about the 2019 election.”

Saudi Arabia was there before US, we are able to protect ourselves: Crown Prince responds Trump

Riyadh – In an interview to Bloomberg on Friday, Saudi Crown Prince calmly responded to the recent derogatory remarks of Donald Trump against Saudi Arabia that ‘Saudi cannot last for two weeks without US support’.

The 33-years-old Saudi Crown Prince Mohammed bin Salman – also known as MBS – while speaking to Bloomberg said: “Saudi Arabia was there before the United States of America. It’s there since 1744, I believe more than 30 years before the United States of America.”

Further he commented: “And I believe, and I’m sorry if anyone misunderstands that, but I believe President Obama, in his eight years, he worked against many of our agenda – not in Saudi Arabia, but also in the Middle East.”

“And even though the US worked against our agenda we were able to protect our interests. And the end result is that we succeeded, and the United States of America under the leadership of President Obama failed, for example in Egypt,” he added.

“So Saudi Arabia needs something like around 2,000 years to maybe face some dangers. So I believe this is not accurate”, he said.

For the question, if the Crown Prince will take any aggravated reaction to Trump’s verbal attacks, he responded, “Well, you know, you have to accept that any friend will say good things and bad things. So you cannot have 100 percent friends saying good things about you, even in your family. You will have some misunderstandings. So we put that in that category.”

Critics of Crown Prince demanded him to behave swiftly against US similar to its actions against Canada and Germany, to which he replied: “Canada, they gave an order to Saudi Arabia on an internal issue. Trump is speaking to his own people inside the United States of America about an issue. And you’ve got the answer now from me.”

Crown Prince also responded to Trump’s allegation that Saudi Arabia has not paid enough for the American armaments.

“We believe that all the armaments we have from the Untied States of America are paid for, it’s not free armament”, he said.

“We’ve bought everything with money,” he added.

Trump bluntly attacked Saudi Arabia and OPEC “ripping off the rest of the world” with crude prices, which is currently going at $85 per barrel.

“We never in the history of Saudi Arabia decided that this is the right or wrong oil price. The oil price depends on trade – consumer and supplier – and they decide the oil price based on trade and supply and demand,” he explained.

Although Saudi Arabia’s ties with the U.S. have improved under Trump, the president’s latest remarks were unusually harsh and appeared to question the stability of a monarchy in power since the 1930s.
