<p><strong>New Delhi</strong> – The Government of India has released a draft bill designed to modernize and empower the Indian Statistical Institute (ISI), reinforcing its governance framework and positioning it for global leadership in education, research, and policy innovation.</p>



<p>The reforms come as ISI approaches its centenary in 2031, with a clear vision to transform it from a premier national institution into one of the world’s foremost centers of academic excellence.</p>



<p>According to the Ministry of Statistics and Programme Implementation, the draft bill is guided by the principles of excellence, transparency, and innovation. The new structure aims to streamline decision-making, strengthen accountability, and enhance autonomy in day-to-day operations, ensuring the institute remains responsive to the needs of students, researchers, and policymakers.</p>



<p>“The proposed reforms are intended to unlock ISI’s full potential in the 21st century. By aligning its governance framework with other institutions of national importance, the government seeks to strengthen its capacity to deliver world-class education, cutting-edge research, and robust policy support,” the ministry said in its statement.</p>



<p>The draft bill also proposes a leaner and more empowered board to oversee policy, administration, and financial matters—ensuring both integrity and efficiency in institutional governance.</p>



<p>As part of its inclusive approach, the government has invited feedback from stakeholders and the public through a pre-legislative consultation process. This move highlights India’s commitment to transparency and participatory policymaking.</p>



<p>Over the decades, several expert committees have reviewed the institute’s performance, with the most recent chaired by scientist R.A. Mashelkar in 2020. That review recommended expanding academic programs, enhancing global competitiveness, and deepening research excellence—recommendations that are now being translated into action.</p>



<p>With these reforms, the Indian Statistical Institute is poised not only to celebrate its centenary but to emerge as a global hub of learning, innovation, and policy thought leadership.</p>
