<p><strong>Dubai (Reuters) &#8211; </strong>A debate over engine performance has exposed a dilemma facing aerospace firms at this week&#8217;s Dubai Airshow &#8211; the hottest part of the jet market is also the hottest part of the world.</p>



<p>Airlines want to save on fuel and have the lowest possible maintenance costs. But those forces are pulling against each other in sandy or dusty environments like the Gulf and India.</p>



<p>&#8220;Therein lies the problem for Rolls-Royce (RR.L) and Airbus (AIR.PA), because this is the region that is buying these airplanes and will buy them in big numbers if the engine issue is resolved,&#8221; Emirates Airline President Tim Clark told reporters this week.</p>



<p>The head of the world&#8217;s largest international carrier was speaking in the midst of negotiations to buy dozens of Airbus A350-1000 jets powered by Rolls-Royce&#8217;s XWB-97 engine, which have foundered for now over maintenance and pricing issues.</p>



<p>Emirates and Rolls papered over differences with a last-minute deal for a smaller quantity of the shorter A350-900, whose engine maintenance is seen as easier to predict.</p>



<p>The rare public dispute comes as engine makers want to be rewarded more for investments in new technology given the fuel savings they are offering to airlines on every mile of flight.</p>



<p>GE Aerospace (GE.N) set the tone under CEO Larry Culp. &#8220;We&#8217;ll still look to find opportunities to be paid fairly for the value that we create,&#8221; he told Reuters after half-yearly earnings in July.</p>



<p>Rolls-Royce CEO Tufan Erginbilgic, who took over in January this year, has indicated the company will no longer write unprofitable contracts for the sake of winning new deals, having already provisioned 1.4 billion pounds in loss-making contracts.</p>



<p>Critics say engine makers are paying for the hubris of past shows when they aggressively wooed airlines with conflicting promises of drastic fuel savings and trouble-free performance.</p>



<p>The airline industry, which operates on more slender margins than many of its suppliers, isn&#8217;t generally sympathetic.</p>



<p>&#8220;I really don&#8217;t want to have airplanes that are going to be breaking down all the time. I happen to be a service,&#8221; Emirates President Tim Clark told reporters this week.</p>



<p>Rolls-Royce said it was looking at ways of improving durability but denied its XWB-97 was &#8220;defective&#8221;.</p>



<p>At the heart of this week&#8217;s negotiation is a high-wire act between fuel efficiency and durability.</p>



<p>To achieve the fuel savings promised to airlines when the engines were sold, typically around 15-20%, they have to run hotter and push new materials to the limit.</p>



<p>But doing so imposes extra wear and tear.</p>



<p>Sand and dust can clog cooling holes and erode the leading edges of blades, reducing performance and forcing extra repairs.</p>



<p>That&#8217;s a problem especially for newer types of engine that tend to be sold using guaranteed service deals, delegates said.</p>



<p><strong>Insurance-Type Deals</strong></p>



<p>While the visible face of engine makers is technology, the way they generate much of their income resembles insurance.</p>



<p>Jet engines are typically sold at a loss but their designers make money on repairs and servicing spread over 20 years.</p>



<p>Rather than charge for repairs as they arise, engine makers increasingly strike long-term deals priced by the flight hour, agreeing to swallow the cost of planned and unexpected outages.</p>



<p>&#8220;It&#8217;s an insurance policy,&#8221; an engine industry source said.</p>



<p>To airlines, it means having predictable costs.</p>



<p>To engine makers it means generating cash as soon as the engine enters service rather than waiting for shop visits.</p>



<p>Where those complex calculations have become increasingly unstuck is in the sandy or dusty areas of the Gulf and India.</p>



<p>With every &#8220;stack&#8221; of life-limited parts costing millions of dollars, accurately predicting how many such organ transplants each engine will need over the course of its life is vital.</p>



<p>An errant or maintenance-prone engine can become a financial time-bomb, said one industry executive. Emirates&#8217; Clark said Rolls wanted to increase hourly pricing to adjust to such higher costs. Rolls-Royce declined comment on pricing.</p>



<p>Rolls now faces a quandary whether to invest more in the XWB-97 to help Airbus better compete with the Boeing 777X after Emirates ordered 90 more of the competing GE-powered planes.</p>



<p>Refusing to do so would underscore Erginbilgic&#8217;s tough stand on profitability for investors, but risk leaving part of the wide-body market to Boeing (BA.N) and GE, and upsetting Airbus.</p>



<p>Some analysts think the cash would be better used elsewhere.</p>



<p>&#8220;Rolls-Royce has ceased to chase market share at any cost: it has learned not to, and it no longer needs to,&#8221; Agency Partners analyst Nick Cunningham said.</p>

<p><strong>Dubai (Reuters) &#8211;</strong> Airbus (AIR.PA) won a consolation order for 15 more A350-900 jets from Emirates on Thursday after a public row between the Mideast giant and engine maker Rolls-Royce (RR.L) prevented a deal for a larger model at the Dubai Airshow.</p>



<p>Emirates Chairman and CEO Sheikh Ahmed bin Saeed Al Maktoum said the long-haul jets would &#8220;add to our fleet mix, and we are pleased to announce additional orders for this aircraft type&#8221;.</p>



<p>Industry sources described the $6 billion deal as a compromise after Emirates publicly criticised the performance and cost of Rolls-Royce engines for the A350-1000 over the amount of downtime needed in harsh Gulf conditions.</p>



<p>Sheikh Ahmed said Emirates would &#8220;work closely with Airbus and Rolls-Royce to ensure our aircraft deliver the best possible operating efficiency and flying experience for our customers&#8221;.</p>



<p>Emirates is by far the biggest user of the Airbus A380 after investing heavily in the world&#8217;s largest airliner, and is now planning the fleet needed to keep its Dubai super-hub at the centre of the aviation map beyond the 2030s.</p>



<p>The carrier opened this week&#8217;s air show with a $52 billion order for 90 more Boeing 777X airplanes, saying the U.S. planemaker appeared to be getting a grip on regulatory and other problems surrounding its arrival after five years of delays.</p>



<p>But Emirates Airline President Tim Clark refused to place a large order for Airbus&#8217; broadly similar A350-1000 and sharply criticised Rolls-Royce over engine durability in the region&#8217;s hot and sandy conditions.</p>



<p>Rolls-Royce acknowledged its engine for the A350-1000 would need more servicing than Emirates would like, but denied Clark&#8217;s suggestion that the engine was &#8220;defective&#8221;.</p>



<p>Emirates has already ordered 50 A350-900s which are scheduled to arrive from August next year.</p>



<p>Delegates said earlier a top-up order for the same model would be seen as a consolation prize for Airbus after Boeing won the majority of deals, but leave questions over its ability to compete with Boeing&#8217;s 777X in the busy Gulf wide-body market.</p>



<p>Investors are expected to quiz Rolls-Royce about the durability and pricing of its engines at a Nov. 28 investor day.</p>



<p><strong>Boeing Dominates Orders</strong></p>



<p>In a week dominated by soaring demand for wide-body planes, Boeing won new orders for 196 aircraft at the Dubai Airshow, while Airbus agreed deals for 55 jets.</p>



<p>Airbus said it had reached an &#8220;agreement in principle&#8221; for a significant order from Turkish Airlines , but industry sources said the deal had not yet been signed.</p>



<p>In addition to its deal for 90 777X jets, Emirates agreed to buy five additional 787 Dreamliners. Its sister airline flyDubai ordered 30 787 Dreamliners, its first wide-body order.</p>



<p>Turkey-based budget carrier SunExpress opened the show with an order for 45 Boeing 737 MAX narrow-bodies.</p>



<p>Ethiopian Airlines announced it was buying 20 737 MAX jets nearly five years after the fatal 2019 MAX crash that led to the grounding of the global fleet. It also ordered 11 Dreamliners.</p>



<p>EgyptAir said it was ordering 10 A350-900s from Airbus, while AirBaltic announced it was buying 30 Airbus A220-300s.</p>



<p>Royal Air Maroc signed a repeat order for two additional 787 Dreamliners. EgyptAir said it would lease 18 new Boeing 737 MAX jets from Air Lease Corp (AL.N).</p>

<p><strong>Dubai (Reuters) &#8211;</strong> Middle East carriers look set to order tens of billions of dollars of long-haul jets at the opening of the Dubai Airshow on Monday, as Emirates renews confidence in the delayed Boeing 777X while facing new competition from rivals like Turkish Airlines.</p>



<p>Hosts Emirates and low-cost cousin flyDubai are expected to stamp their mark early on the world&#8217;s second-largest aerospace event, industry sources said, despite concerns about a drop in the economically key travel sector due to Mideast tensions.</p>



<p>That includes a new order for several dozen Boeing 777X jets, they said, in a boost for the programme amid ongoing uncertainty over the schedule for the world&#8217;s largest twin-engined jet, currently expected in 2025 after a five-year delay.</p>



<p>People familiar with the flagship programme have said the risks are weighted toward further delays as Boeing first gauges the impact of tighter certification rules on other projects. Boeing said on Friday there was no change to its schedule.</p>



<p>Emirates is the world&#8217;s largest user of wide-body jets, including Airbus A380 superjumbos and current-generation Boeing 777s. It has publicly said it is considering more orders of the upgraded 777X as well as the Airbus A350 and smaller Boeing 787.</p>



<p>Of these, the 787 is least likely to feature immediately.</p>



<p>FlyDubai flies Boeing 737 MAX narrowbody jets, which compete with the Airbus A320neo, and is set to order more planes in that category this week, sources said.</p>



<p>Emirates, Airbus (AIR.PA) and Boeing declined comment.</p>



<p>Industry officials estimate airlines worldwide are negotiating behind the scenes to buy some 700-800 new jets, including 200-300 of the world&#8217;s largest, as they catch up on fleet replacement plans set aside during the pandemic.</p>



<p>How many of those bear fruit in time for the Nov. 13-17 show depends on the state of negotiations and jockeying for the limelight as Gulf groups face a widening circle of competition.</p>



<p>Turkish Airlines (THY) (THYAO.IS) burst onto the show&#8217;s agenda on Saturday with word from state-run Anadolu news agency that it was in talks to buy up to 355 Airbus jets.</p>



<p>Following more talks, industry sources said the airline could announce at least part of the deal on Monday.</p>



<p>It has said it is in discussions for as many as 600 planes overall, likely to be split between Airbus and Boeing.</p>



<p>One Mideast source described the prospect of a Turkish order as a &#8220;bold move,&#8221; stepping up competition at the showcase event.</p>



<p>However, speculation of a large Dubai order for narrowbody jets from the region&#8217;s newest player, Saudi Arabia&#8217;s Riyadh Air, as early as Dubai is premature, other sources said.</p>



<p>The airline, which has hinted at a decision in coming weeks, declined to comment.</p>



<p>Aviation powerhouse Dubai is staging the biennial aerospace pageant against the backdrop of the Israel-Hamas war in Gaza that is pushing up demand for weapons and closing airspace, making flights longer and more expensive for some airlines.</p>



<p>Travel analysis firm ForwardKeys said on Friday flight bookings had fallen around the world since Oct. 7.</p>



<p>Bookings to the Middle East have slumped 26%, it said.</p>



<p>&#8220;There&#8217;s enough statistical evidence, at least in the short term, to show that there&#8217;s been a substantial drop in tickets sales into the region,&#8221; said Daniel Silke, director of Cape Town-based Political Futures Consultancy.</p>



<p>Analysts have said the war in Gaza is also likely to reinforce demand for weapons on top of a surge in the past 18 months as the United States and its allies rearm Ukraine against Russia. However, few major arms deals are expected at the show.</p>

<p><strong>Dubai (AP) — </strong>The president of long-haul carrier Emirates suggested on Tuesday that it could reach deals with more firms to share routes after the start of a similar arrangement with U.S.-based United Airlines.</p>



<p>Tim Clark, who joined the airline in 1985 when it was first launched, also suggests Emirates remains ready for expansion as the carrier again takes flight following the grounding during the height of the coronavirus pandemic.</p>



<p>Speaking to journalists at the Arabian Travel Market in Dubai, Clark said that the United deal — as well as one with Air Canada — showed that carriers were no longer just looking at Emirates as a “dastardly competitor.” U.S. airlines had complained for years about unequal competition from Mideast carriers, describing them as receiving unfair government subsidies to operate.</p>



<p>Emirates, though owned by Dubai’s hereditarily ruled government, always denied having an unfair advantage. United had been one of the American firms challenging Emirates, though a deal in recent years saw the dispute dropped. United now flies as well to Dubai, a destination it abandoned in 2016 amid the dispute.</p>



<p>Clark hinted that other airlines could reach similar route deals with Emirates, known in the aviation industry as code-share partnerships.</p>



<p>“I’m not going to say who they are because it’s early days, but clearly the door’s been opened,” he said.</p>



<p>Clark separately said he welcomed new competition from Saudi Arabia as well, which recently announced plans to create a new carrier called Riyadh Air as part of trillions of dollars worth of spending planned in the kingdom.</p>



<p>Meanwhile, Clark said Emirates hoped to receive new aircraft from Boeing Co. in the coming two years, some 150 777Xs and 30 787 Dreamliners. Emirates also has 50 Airbus A350-900s on order.</p>



<p>While waiting for the orders, Emirates is carrying out retrofits on its fleet of double-decker Airbus A380s. Some still remain grounded since the pandemic. Clark said he hopes they’ll all get off the ground by next summer.</p>

<p><strong>Doha &#8211; </strong>Qatar has been operating a weapons funding network from Europe to Hezbollah using gold shipments traded across Africa, according to a latest report by an Austrian-based think-tank group Mena-Watch.</p>



<p>Qatari officials coordinated the payments and offered protection for Doha-based Hezbollah financiers, according to the report released by Mena-Watch last Tuesday.</p>



<p>“General Dahlan al-Hamad used gold from Uganda to fund this arms trade,” Mena-Watch’s report cited a dossier from a former Western intelligence official Jason G. who spent more than 16 years investigating terror in the Middle East.</p>



<p>General Dahlan al-Hamad is currently the president of the Asian Athletics Association as well as the International Association of Athletics Federations (IAAF) vice-president and the president of Qatar Athletics.</p>



<p>The western intelligence official Jason G., was directly interviewed by Mena-Watch, who  has been leaking evidence that the Qatari regime was aware of Qatari groups funding Hezbollah &#8212; which is a designated terrorist organization by the countries like US and Germany.</p>



<p>Austria’s Die Presse magazine quoted Jason G. earlier this month that, Qatar has paid over half a billion dollars for the Houthi drone attacks against Saudi Arabia, and it has also financed Hezbollah and Muslim Brotherhood terror groups. </p>



<p>“With the knowledge of influential government officials, donations were generated by charities in Doha,&#8221; added Jason G.</p>



<p>The intelligence source highlighted the Qatari charity organizations like Qatar Charity, Sheikh Eid Charity and other Doha-based charity groups, who have funneled $500 million of funds to Hezbollah in 2020 alone.</p>

<p><strong>Vienna &#8211; </strong>Qatar has paid over half a billion dollars for the Houthi drone attacks on Saudi Arabia and also in financing Hezbollah and Muslim Brotherhood terror groups, Austria&#8217;s Die Presse magazine on Thursday quoted an intelligence analyst&#8217;s report.</p>



<p>A report by an intelligence analyst known as Jason G has stated how Qatar financed attacks on its regional rivals, including Saudi Arabia. He claimed that he was fully determined to raise the alarm over the potential threats including a failed drone strike on Saudi Arabia&#8217;s Abha airport on Sunday. </p>



<p>&#8220;I was actively working the last few weeks to determine the risk/threats of drone strikes, and the best payoff is when casualties are avoided,&#8221; he told UAE&#8217;s The National newspaper. &#8220;You have to take every threat seriously and hope they don’t materialise. When one is thwarted, it’s the best outcome.&#8221;</p>



<p>For the past few years, Iran has backed the Houthi militias of Yemen with sophisticated drones and a ballistic missible programme to carry out attacks against Saudi Arabia. The attacks were directed towards civilian homes, commercial airports, vital infrastructure, military stations, and even the Muslim holy city of Mecca.</p>



<p>Though Qatar has always denied supporting the Houthi militias in Yemen, Austria&#8217;s Die Presse magazine has reviewed an extensive dossier documenting its involvement.</p>



<p>A former member of the secret service agency, Jason G, who now works as a private security analyst, said that Qatar financed an informant in the Saudi Arabia&#8217;s government to provide intelligence inputs to the Houthi leaders.</p>



<p>The report also warned that Saudi Arabia&#8217;s sister country Bahrain will also come under similar types of attacks because of its integral role on &#8220;international shipping routes&#8221;.</p>



<p>The report further added that Qatar has been funding Hezbollah in Lebanon and various Muslim Brotherhood groups around the region.</p>



<p>Jason G has played an active role in giving reports on Qatar&#8217;s nefarious activities, and last month he said that a senior royal approved delivery of military equipment to Hezbollah that will endanger the 10,000 US troops hosted by Doha.</p>



<p>Another shocking report published in August, which was verified by the German intelligence stated that Qatar&#8217;s ambassador to Belgium and NATO, Abdulrahman bin Mohammed Al-Khulaifi, tried to cover up the royal family&#8217;s involvement in financing Hezbollah by bribing Jason G with €750,000 (Dh3.2 million).</p>



<p>September 4, is regarded as the day of &#8220;Betrayal&#8221; on which Qatar sent the coordinates of the location of a number of Arab coalition soldiers to the Houthi militias in the most heinous treachery incident in modern history, which resulted in the deaths of over 45 Emirati soldiers, 10 Saudi soldiers, and 5 Bahraini soldiers.</p>

<p>“If we are not able to export our revolution to neighboring
Islamic countries, then undoubtedly the culture of these countries, mixed with
Western culture, will attack and conquer us.”</p>



<p>Thanks to God and after centuries of brave sacrifice of the
nation of the 12 imams in Iran, we are now – according to the revered Shia
leaders’ guidance – carrying a heavy and dangerous responsibility: that is, the
exportation of revolution.</p>



<p>Based on that, we have to admit that our government, besides its
mission in keeping the sovereignty of this country and the people’s rights, is
an ideological government. We must make the exportation of the revolution one
of our top priorities.</p>



<p>But because of the international status quo and international
laws – as generally agreed upon – we cannot export the revolution without
facing grave and disastrous consequences.</p>



<p>After three sessions with the semi-consensus of the attendees
and committee members, we have implemented a five-year plan, including five
stages, each stage lasting 10 years, by which to export our Islamic revolution
to neighboring countries with the initial aim of unifying Islam.</p>



<p>This is because the danger we are facing from the Wahhabi rulers
and those of Sunni descent is much larger than the danger posed by the East and
West because they – the Wahhabis and Sunnis – resist our movement and are the
fundamental enemies of the clergy’s guardianship (Wilayat al-Faqih) and the
impeccable imams, to the extent that they consider embracing the Shia sect as a
religious sect and as a constitution for the country as a matter contrary to
custom and Sharia.</p>



<p>Therefore they are dividing Islam into two opposing branches.
Accordingly, we must increase our influence over the Sunni territories inside
Iran, and especially in the border towns, and increase the number of mosques
and Husseiniat and ceremonies of creed more than before. We must provide the
atmosphere in the cities that are inhabited by 90-100% Sunnis until scores of
Shia are deported from cities and villages of the interior of the country to
live and work in these border towns forever. The nation and governmental
circles must provide direct protection to these settlers in order to take over
the management of cities and social and cultural centers that have previously
been controlled by Sunni citizens.</p>



<p>The plan we drew up to export the revolution – in order to avert
any reaction from world superpowers – will utilize money that will not be spent
without benefit.</p>



<p>The way to establish the pillars of the state: We know that
establishing the pillars of each state and sustaining a nation is based on
three foundations:</p>



<p><strong>First: </strong>the power possessed by the governing authority;</p>



<p><strong>Second: </strong>the learning and knowledge of the scholars and researchers;</p>



<p><strong>Third: </strong>the economy, which is concentrated in the hands of business leaders.</p>



<p>If we can shake the government by inciting conflict between

from their country to ours, we would undoubtedly be very successful because we
would cause them to lose these three pillars.</p>



<p>Regarding the rest of the people, who form 70-80% of the
population of each country, they are just followers of power and influence and
they are indulged in their way of life earning their livings and providing
themselves with shelter. This is why they defend those in power. In order to
get to the roof of a house one must begin by stepping on the first rung of the
ladder.</p>



<p>Our Sunni and Wahhabi neighbors are Turkey, Iraq, Afghanistan,
Pakistan and some of the Emirates to the south at the entrance of the Persian
Gulf that appear to be united on the surface, but the facts are different. For
this exact region has a huge impact on the past and the present as it is
considered the throat of the earth due to the oil in the region. There is no
place in the world as delicate as this region, and their rulers, because of the
sale of this oil, have the potential for a better life.</p>



<p>The populations of these regions are divided into three sects:</p>



<ol><li>The Bedouin who have been there for hundreds of years.</li><li>Those who have immigrated from islands and ports which are considered part of our land today. Their immigration began in the era of Isamal al Safawi and continued through the eras of Nader Shah and Karim Khan Zind and the rulers of the Gajar and Bahlawi families, and there was some dispersed immigration at the beginning of the Islamic Revolution.</li><li>Those from other Arab countries and cities of Iran’s interior.</li></ol>



<p>Trade, and the importing and exporting of goods, as well as
construction of buildings is generally controlled by non-citizens; people
living in the interior make their living by renting buildings and buying and
selling land, while the relatives of those with influence live on salaries
earned from the selling of oil.</p>



<p>Most of the citizens of those countries are indulging in a socially
and culturally corrupt lifestyle and other acts that are openly contrary to
Islam. Many of these people are concerned only with purchasing apartments and
shares in factories, depositing the capital in Europe and the United States,
and especially in Japan, the United Kingdom, Sweden and Switzerland in fear of
the future devastation of their countries.</p>



<p>The control of these countries means the control of the world.
To implement the prepared 50-year plan we must, at the outset, foster our
relations with our neighboring countries. There must be mutual respect, strong
relations, and friendship between us to the degree that our relations will
improve even after the war with Iraq and Saddam Hussein’s downfall: the fall of
1000 friends is a much easier burden to bear than the fall of one of our
enemies. </p>



<p>With good cultural, political and economic relations between us,
many Iranians will immigrate to those countries and through them we can send
agents who are apparently immigrants but who, in reality, are working for our
regime. Their jobs will be determined as we enlist them into service by sending
them abroad.</p>



<p>The influence of our sect, which is enjoyed to some extent in
these countries and their circles, was not a plan for just one or two days. Do
not think that 50 years is a long time. Our revolution needs a plan that lasts
20 years, and our sect must enjoy a certain amount of influence in many
countries and circles.</p>



<p>At that time we did not have any employees or ministers or
deputies or rulers, even the Wahhabis, Shafi’ieh, Hanafi, Maliki, Hambali
groups were considering us as apostates, and some of the followers of these
sects killed the Shia repeatedly. It is true that we did not exist at that
time, but our grandfathers did, and our lives today are the fruit of their
thoughts, opinions and efforts.</p>



<p>Maybe we will not be here in the future, but our revolution and
sect will remain. That is enough to be committed to this creed to sacrifice
life, bread, and what we hold dear; but it is also important to have a well-studied
program.</p>



<p>We are committed to making plans not for 50 years, but for 500.
We are the inheritors of millions of martyrs who have been killed by the
Islamist devils (Sunnis). Their blood flows through history since the time of
the death of the Prophet.</p>



<p>The blood that has been spilled did not dry, and it will not dry
until all Muslims believe in Ali and the Prophet’s family and admit the
mistakes of the grandfathers and that Shiism is an ingrained inheritance of
Islam.</p>



<p><strong>Important stages along our way:</strong></p>



<p>In the first stage, we do not have a problem spreading our creed
in Afghanistan, Pakistan, Turkey, Iraq and Bahrain. We will make the 10-year
plan the first plan in those five countries. That is why it is the
responsibility of our immigrant – who are really agents – to carry out the
three responsibilities they are charged with:</p>



<p>1) To buy land, houses, and apartments, find jobs and provide
the necessities to the sons of our creed and live in these homes, and to
increase their numbers.</p>



<p>2) To form relations and friendships with business leaders,
factory managers, etc., and especially with businessmen, commercial leaders,
and famous people and others who enjoy influence in government circles.</p>



<p>3) In these countries there are scattered villages that are
still under construction. There are plans to build scores of villages and small
towns where none exist. Agents arriving in the form of immigrants to these
countries must buy as many houses in these villages as possible and then sell
them at a reasonable price to those who have sold their properties in the city
centers. In this way control will be removed from those in densely populated
towns and cities.</p>



<p>In the second stage, we must spur the people (Shia) to respect
and obey the laws and those who enforce them, as well as government employees;
they must obtain official license for their creed and sectarian sermons,
building mosques and Husainiat, licenses that will be regarded in the future as
official documents. To start businesses and become self-employed they must
think of places with a highly dense population to spread their businesses in
targeted locations.</p>



<p>The person must, in these two stages, seek the nationality of
the country he is living in by taking advantage of friends and giving valuable
presents; furthermore, they must encourage the youth to work in government
sectors and enlist in the military.</p>



<p>In the second half of the 10-year plan we must secretly and
indirectly agitate the Sunnis and the Wahhabi scholars against social
corruption and those acts in opposition to Islam that prevail in these
countries by distributing critical pamphlets from other countries in the name
of the religious authorities. Undoubtedly, this will cause the agitation of
scores of people in these countries.</p>



<p>In the end those religious leaders will be arrested or they will
say that what has been written in their names are lies.</p>



<p>These pious people will defend those pamphlets rigorously and
suspicious acts will take place leading to an edict either to seize their
authority or replace them.</p>



<p>These acts will result in mistrust between the rulers and the
pious in the country; therefore they will not be able to spread religion and
build mosques and other religious buildings.</p>



<p>The leaders will consider religious sermons rhetoric and
celebrations of creed as acts opposed to their regimes.</p>



<p>Furthermore, it will increase the grudges and alienations
between religious scholars and rulers. Even Sunnis and Wahhabis will lose the
protection of their interior centers, and they will not have external protection
at all.</p>



<p>In the third stage, when our agents have established good
relations with the business leaders, the military and executive powers and are
doing their jobs quietly and with good manners and not interfering in religious
actions, the result will be that their rulers will be reassured by these people
more than previously. When disagreement arises between religious leaders and
rulers, our famous scholars from this country will at that moment disclose
their loyalty and defend the members of their countries, especially during the
sermons of the creed and presents Shiism as a creed that does not pose a threat
to religion.</p>



<p>If they can declare that to the people through the media they
should not hesitate to attract the attention of the rulers and get their
approval so that they will give them good jobs without fear at this stage.</p>



<p>Because of this transformation that will take place in our ports
and islands and in other cities in the country, and with the funds we will
invest, we will implement plans to strike a blow to the economy of neighboring
countries.</p>



<p>Undoubtedly the business leaders, for the sake of gaining safe
profits and economic stability, will send all their funds to our country, and
when we make others free in their businesses and the banking funds are in our
country, the result will be that their countries will welcome our citizens and
give them economic facilities by which to invest.</p>



<p>When we reach the fourth stage, everything will be ready. We
have before us countries whose scholars and rulers have disagreements, and
whose merchants are about to become bankrupt and are leaving their countries.</p>



<p>The people are disturbed and ready to sell their properties at
half price in order to be able to leave the country for safer places. In the
middle of this chaos, our agents and immigrants will be considered the only
protectors of rule and authority. All of our agents by being alert enough will
take the most important jobs in the civil, military and government sectors,
shrinking the gaps between them and government established rulers. From such a
location we are able to easily point to the loyalists in government as
traitors.</p>



<p>All of this will result in their downfall and eliminating them
to be replaced with our agents. This job has two positive results:</p>



<ol><li>Our agents will gain the trust of the rulers to an extent greater than previously; and</li><li> The discontent of the Sunnis towards the ruler will increase due to an increase in the Shia in government circles.</li></ol>



<p>Because of this, Sunnis will carry out more acts of resistance,
and during this phase our agents must stand by the rulers and call for calm and
reconciliation. At the same time, the agents will buy the houses and properties
of those about to flee.</p>



<p>At the fifth stage of the plan, the final ten years of the 50
years, the atmosphere will be ready for revolution, because we will have
achieved the three elements of security, calm and comfort. The authority will
look like a ship amid a typhoon, about to sink.</p>



<p>At that time it will accept any suggestions for survival. In
this period we will suggest, through famous people, the formation of a popular
assembly to calm the situation and aid the rulers in monitoring these circles,
as well as keeping discipline in the country. Undoubtedly they will accept this
suggestion and our candidates will win the majority of the seats. This will
result in the flight of merchants and scholars, and even the loyal servants;
thus we can export our Islamic Revolution to many countries without waging wars
or shedding blood.</p>



<p>If the plan does not bear fruit and give us power in the last
ten years, we could create a popular revolution and strip power from their
rulers. Even if apparently our elements – Shiites – are citizens and
inhabitants of this country, nevertheless at that time we will be able to say
that we fulfilled our responsibility before God and our creed. It is not our
target to put one person in control of power. Our target is merely to export
the revolution, and by then we can raise the banner of this Godly religion.</p>



<p>We will go forward to the world of infidels with more strength
and grace the world with the light of Islam and Shiism until the coming of Al
Mahdi Al Mawoud.</p>
