Kyiv — A shooting that killed seven people in Kyiv has reignited debate in Ukraine over civilian gun ownership, with lawmakers and officials divided on whether loosening strict firearm regulations would enhance public safety during wartime.

The gunman, described as having been born in Moscow and previously residing in eastern Ukraine, opened fire with a registered weapon near a supermarket in the capital on Saturday.

Authorities have not disclosed a motive.Public anger has intensified in the aftermath, particularly following reports that two law enforcement officers since suspended fled the scene. The incident has prompted renewed calls from some politicians and citizens for broader access to firearms for self-defense.

Oleksandra Ustinova, a member of parliament’s domestic security committee, said the attack underscored vulnerabilities in public protection, writing on social media that more needed to be done to address security realities.Ukraine maintains tight controls on civilian firearms.

Handguns are effectively prohibited, while licenses for other weapons, such as hunting rifles, are granted under strict conditions. Fewer than 10 percent of households possess a firearm, according to estimates by the Switzerland-based Small Arms Survey, which has also reported that Russia’s 2022 invasion did not significantly increase civilian gun ownership.

At the outset of the invasion, authorities distributed thousands of small arms to civilians but later reimposed tighter controls and increased seizures, according to the group.

Debate over reform has persisted since parliament approved draft legislation regulating civilian firearm possession and use for self-defense on the eve of the February 2022 invasion, though the bills remain unpassed.

Igor Fris, a lawmaker involved in drafting the legislation, said the recent shooting might have been deterred if civilians were permitted to carry weapons, arguing that potential attackers could be discouraged by the prospect of armed bystanders.

However, he acknowledged that Ukraine’s wartime conditions and heightened public stress would necessitate a phased approach to any policy change.Interior Minister Igor Klymenko said discussions on firearm regulation would be revisited following the incident.

Opposition to loosening restrictions remains firm among some lawmakers. Inna Sovsun, a member of parliament, questioned the rationale for expanding access to weapons when the firearm used in the attack had been legally registered, emphasizing concerns about increased risks to public safety.

Public opinion appears mixed. Surveys cited by the Small Arms Survey indicate that while a significant portion of Ukrainian men without firearms express interest in owning one, concerns over safety, regulation and enforcement persist, particularly as the country continues to navigate the pressures of ongoing conflict.

Kyiv — Russia launched more than 400 drones at Ukraine on Tuesday in a rare daytime assault, Ukraine’s air force said, with air defences activated over multiple regions including the capital Kyiv and the western city of Lviv.

Air force spokesman Yuriy Ihnat told Reuters the large-scale drone attack marked an unusual shift in timing, as such strikes are typically carried out at night to complicate interception efforts.

Local authorities said air defence systems were engaged in repelling incoming drones near Kyiv, while explosions were also reported around Lviv, a city located close to the Polish border.

Officials indicated that Ukrainian forces were responding simultaneously across different regions, suggesting a coordinated wave of aerial threats aimed at stretching air defence capabilities.

The extent of damage and casualties was not immediately clear, and authorities have not yet released a full assessment of the impact.

The daytime nature of the strike represents a departure from established Russian attack patterns during the conflict, where nocturnal drone and missile barrages have been more common.

Analysts say such a shift could signal an attempt to test Ukraine’s air defence readiness under different operational conditions or to increase psychological pressure on civilian populations.

The attack comes amid continued hostilities between Russia and Ukraine, with both sides intensifying aerial operations in recent months.

Moscow – Hopes for progress toward ending the Ukraine conflict faced fresh strain after Russia claimed that Ukraine attempted an attack near one of President Vladimir Putin’s residences, an allegation firmly denied by Kyiv.

Despite the sharp exchange, diplomatic channels remain active, underscoring that dialogue continues even as tensions surface during sensitive negotiations.

The accusation emerged shortly after high-level international engagement aimed at advancing a possible peace framework for the long-running war.

Global attention has remained focused on recent diplomatic meetings, which many observers see as a window of opportunity for de-escalation.

Russian officials stated that air defenses intercepted drones near a northern residential complex, emphasizing that no injuries or damage were reported.

They described the situation as serious while maintaining that Russia remains involved in ongoing discussions around a political settlement.

Ukrainian leaders swiftly rejected the allegation, calling it unfounded and warning against narratives that could derail diplomatic momentum.

Kyiv reiterated its commitment to negotiations and stressed that peaceful resolution remains its strategic objective.

The exchange highlighted the fragility of trust between the two sides, even as international mediators work to bridge long-standing differences.

Analysts note that such moments often accompany peace efforts, particularly when talks approach sensitive issues such as territory and security guarantees.

The broader diplomatic context includes continued engagement by global powers seeking to encourage compromise and reduce escalation risks.

Recent meetings involving senior leaders have raised cautious optimism that dialogue channels are stronger than in previous phases of the conflict.

While rhetoric intensified following the accusation, both Moscow and Kyiv stopped short of withdrawing from talks.

This restraint has been interpreted by observers as a sign that neither side wishes to abandon diplomatic pathways at this stage.

The situation also underscores the complex balance between military realities and political negotiations shaping the conflict’s trajectory.

Statements from both sides reflected deep mistrust but also an awareness of international scrutiny and expectations for responsible conduct.

European and global partners continue to emphasize the importance of verification, transparency, and restraint during this critical period.

Calls for calm have accompanied appeals to focus on dialogue rather than actions that could harden positions.

Peace initiatives often encounter setbacks, yet sustained engagement remains essential to preventing further humanitarian suffering.

Millions of civilians continue to bear the consequences of the conflict, reinforcing the urgency of diplomatic progress.

The latest developments serve as a reminder that peace processes are rarely linear and often involve sharp exchanges alongside negotiations.

Diplomats stress that maintaining communication, even amid disputes, is preferable to a breakdown in dialogue.

The international community has consistently urged both sides to prioritize long-term stability over short-term political gains.

As talks continue, confidence-building measures and clear communication may prove crucial in sustaining momentum.

Observers believe that constructive engagement, supported by international mediation, remains the most viable path forward.

Despite the tense rhetoric, recent diplomatic activity indicates that both sides recognize the value of continued discussion.

The coming days are expected to test whether negotiators can keep talks on track amid heightened political pressure.

Ultimately, the episode reflects the broader challenges facing peace efforts in complex and protracted conflicts.

Yet the continuation of negotiations suggests that the pursuit of a political solution remains alive.

For now, global attention remains fixed on whether diplomacy can overcome mistrust and move toward a durable settlement.

Moscow – The Kremlin on Sunday highlighted the importance of maintaining stability and calm amid ongoing tensions with Ukraine, underscoring

Moscow – The Kremlin on Sunday highlighted the importance of maintaining stability and calm amid ongoing tensions with Ukraine, underscoring the significance of diplomacy and measured dialogue in resolving conflicts.

In response to recent remarks by Ukrainian President Volodymyr Zelenskiy regarding potential targets, Kremlin spokesperson Dmitry Peskov emphasized that the Russian government remains focused on national security while prioritizing responsible engagement and conflict de-escalation. “Our approach continues to be guided by careful assessment, and we advocate for solutions that ensure long-term peace and stability in the region,” Peskov told state media.

Peskov noted that while Ukraine faces challenges on multiple fronts, including logistical and economic pressures, the focus for Russia remains on ensuring the safety of its citizens and supporting ongoing diplomatic channels. “It is crucial to prioritize constructive dialogue rather than confrontational statements. Every effort must be made to create conditions for meaningful negotiations and a sustainable resolution,” he said.

Highlighting the broader geopolitical landscape, the Kremlin reiterated its commitment to addressing security concerns responsibly, safeguarding both civilian infrastructure and strategic centers while pursuing avenues for international cooperation. The Russian government maintains that proactive communication, combined with adherence to international norms, can foster a safer environment for all parties involved.

Peskov also reflected on past incidents, including prior attempts to target key infrastructure, noting that Russia has strengthened protective measures to safeguard both governmental operations and public welfare. He reiterated that such steps are part of a broader commitment to security, resilience, and stability throughout the country.

Observers note that these statements underscore Russia’s approach of emphasizing security while encouraging dialogue. Analysts suggest that responsible engagement, coupled with measured diplomatic efforts, remains essential for mitigating risks and promoting regional stability.

As tensions continue to capture international attention, the Kremlin’s message is clear: while national security remains a priority, Russia advocates for solutions grounded in dialogue, cooperation, and long-term stability. This approach aligns with ongoing international calls for diplomacy as the path forward, reinforcing the importance of careful negotiation and strategic patience in addressing complex regional challenges.

By focusing on safety, resilience, and open communication, Russia aims to ensure that both citizens and neighboring regions can navigate this period with confidence and security, demonstrating a commitment to peace and measured international engagement.

The capture of all of Donetsk is a key aim of the war for Russia, which currently controls over 70% of the region.

Russia’s spring and summer offensives this year have failed to meet their goals, Ukraine’s military chief Oleksandr Syrskyi said, adding that Russia was firing twice as much artillery as Ukraine on the battlefield.

“It can be said that the Russians’ spring and summer campaign has effectively been disrupted,” Syrskyi told reporters at a meeting.

Russia has been making incremental gains across several parts of the front line, after large-scale deployment of reconnaissance and attack drones has prevented quick progress of the sort seen in 2022.

Ukraine says the small advances are coming at a high human cost. Both sides in the war only rarely discuss casualties, but some Western intelligence estimates put the number of killed and wounded in Ukraine at more than one million.

Small Russian infantry assaults

Syrskyi said the active front line was now 1,250 km (777 miles) long, and that an estimated 712,000 Russian personnel were involved in the fighting in Ukraine.

Syrskyi said Russian plans to create a “buffer zone” in Sumy and Kharkiv regions in the north and northeast, to take the city of Pokrovsk and to capture all of Donetsk region had failed.

The capture of all of Donetsk is a key aim of the war for Russia, which currently controls over 70% of the region.

Syrskyi said that since the beginning of summer the Russians had been attacking with a tactic that he called “a thousand cuts” – a high number of tiny infantry assaults.

“This consists of the simultaneous use of a large number of small assault groups – 4-6 servicemen who advance using the terrain, ravines, and wooded areas, with the main aim of penetrating as deeply as possible into our territory.”

Speaking about a Russian breakthrough in August near the Donetsk town of Dobropillia, Syrskyi said Ukraine had cut off Russian forces along the Kazenyi Torets river in what he called a “trap”.

Sudden change in Trump’s rhetoric

The commander added that in the last two months, Ukraine had hit 85 military or military-industrial facilities on Russian territory, including air bases, depots and factories.

This week, U.S. President Donald Trump suddenly changed his view of the war from one where he said Kyiv had no cards to play to one where Ukraine could take back all of the ground it has lost so far – roughly 20% of its total territory.

He did not, however, offer substantial new assistance to Ukraine to achieve these goals and has shifted the onus on to European allies.

Russia says,it is advancing in Ukraine and that Kyiv would be best advised to negotiate peace sooner rather than later. Ukraine has rejected Russia’s terms for negotiations, saying they would amount to surrender.

Bucharest (Reuters) – Romania aims to partner Ukraine to build drones under a new European Union defence funding mechanism, but

Bucharest (Reuters) – Romania aims to partner Ukraine to build drones under a new European Union defence funding mechanism, but it will be at least seven years before the country has a multi-layered air defence system, a government source said.

The EU and NATO state shares a 650 km (400 miles) land border with Ukraine and has had drones breach its airspace and fragments fall onto its territory more than 20 times over the last two years, since Russia began attacking Kyiv’s ports across the Danube from Romania.

Tensions have mounted along Europe’s eastern flank, where Estonia has accused Moscow of sending three fighter jets into its airspace and Denmark has closed airports due to suspected drones a week after NATO jets shot down Russian drones in Polish airspace. Romania also came close to shooting down a drone.

“We need more air defences, nobody has them,” a Romanian government defence source told Reuters.

“Until then, defence will be asymmetrical with huge anti-aircraft costs which could only be covered on a NATO level.”

The source says Romania was in talks with Ukraine, whose drone technology has been “battle tested at large scale” to produce drones in a project to be funded via the EU’s “SAFE” rearmament initiative.
