According to an official statement, the exchange focused on developments in the region amid heightened geopolitical tensions, though no further details were provided on specific issues or outcomes of the discussion.

The call comes as countries across the region intensify diplomatic engagement in response to evolving security dynamics linked to the ongoing crisis involving Iran and its broader regional implications.

“We asked the Turks about it, we asked some other capitals,” Sybiha told reporters on Tuesday in comments cleared for release on Wednesday, indicating that Ukraine is seeking a neutral venue outside Russia and its close ally Belarus.

Sybiha said Kyiv would consider any location except Belarus or Russia for such a meeting, underscoring longstanding Ukrainian objections to holding talks in countries aligned with Moscow.

Belarus facilitated Russia’s full-scale invasion of Ukraine in 2022 by allowing its territory to be used as a staging ground, a factor that has made it unacceptable to Kyiv as a diplomatic venue.

The Ukrainian leadership has repeatedly called for direct talks between Zelensky and Putin as a potential means to accelerate efforts toward a resolution of the conflict.

However, the Kremlin has previously stated that it is willing to host Zelensky in Moscow, a proposal the Ukrainian president has rejected.

Sybiha did not disclose Ankara’s response to the request but emphasized that Ukraine remains open to alternatives. “If another capital, besides Moscow and Belarus, organizes such a meeting, we will go,” he said.

Turkiye has previously positioned itself as a mediator in the conflict, maintaining diplomatic ties with both Kyiv and Moscow while hosting earlier rounds of negotiations.

Separately, Sybiha said he had exchanged written messages with Anita Orban, who is set to become Hungary’s foreign minister following the recent election victory of a new government in Budapest.

The meeting comes amid ongoing strategic and economic engagement between Washington and Beijing, where diplomatic channels remain central to managing bilateral relations.

The White House did not specify whether the talks would address trade, security, or broader geopolitical issues.The ambassador to China, former Republican Senator David Perdue of Georgia, was sworn into the role in May 2025 and represents Washington’s top diplomatic presence in Beijing.

No additional information was provided regarding the timing or outcomes expected from the meeting.

Speaking before boarding Air Force Two, Vance said Washington was open to constructive negotiations but warned that progress would depend on Tehran’s willingness to engage in good faith.

“We’re going to try to have a positive negotiation,” Vance told reporters. “If the Iranians are willing to negotiate in good faith, we’re certainly willing to extend the open hand.”

The diplomatic effort comes amid heightened tensions following a two-week ceasefire agreement that has been repeatedly tested by mutual accusations of non-compliance.

Pakistan is hosting the talks as part of ongoing international efforts to prevent further escalation between Washington and Tehran, with the outcome seen as critical to maintaining regional stability.

The visit is being viewed as a positive step toward rebuilding strategic cooperation and ensuring regional stability following a period of significant change in Syria’s leadership.

According to government and foreign ministry officials, President Sharaa is expected to meet Russian President Vladimir Putin and hold wide-ranging discussions covering investment, defense, and the future of Russian military bases in Syria.

This marks Sharaa’s first official visit to Russia since assuming the presidency following the December overthrow of former Syrian leader Bashar Assad. The trip highlights a new chapter in Syria-Russia relations—one that focuses on partnership, stability, and reconstruction rather than conflict.

A senior government official told AFP that the visit will include Syria’s foreign minister and a delegation of senior military and economic officials.

Another foreign ministry official confirmed that discussions will also focus on the continued presence and modernization of Russia’s naval base in Tartus and its air base in Hmeimim.

India’s Ministry of External Affairs (MEA) welcomed the Afghan minister in a post on X, formerly Twitter, stating: “We look forward to engaging discussions with him on bilateral relations and regional issues.”

Muttaqi, who will remain in India until October 16, is expected to meet External Affairs Minister S. Jaishankar and National Security Advisor Ajit Doval during his stay, according to diplomatic sources.

UN travel exemption cleared visit

The visit comes after weeks of delay caused by the need for a United Nations Security Council (UNSC) exemption from travel restrictions placed on senior Taliban officials. Muttaqi’s name remains on a list of sanctioned individuals subject to a UN travel ban, which requires special permission for international travel.

Last week, MEA spokesperson Randhir Jaiswal confirmed that the UNSC Sanctions Committee had granted permission for Muttaqi to visit India between October 9 and 16.

“All of you would have seen the exemption that has been granted by the UN Security Council Committee for the travel of the Afghan Foreign Minister to New Delhi,” Jaiswal said during a media briefing. “We shall keep you updated in this regard.”

India’s cautious engagement with the Taliban

Since the Taliban’s return to power in August 2021, India has maintained a careful but pragmatic approach to engaging with the regime, stopping short of formal recognition while keeping diplomatic and humanitarian channels open.

“We have been having conversations with the interim government in Afghanistan,” Jaiswal said, noting past communications between the two sides.

“You would have seen the telecon that took place some time back between the External Affairs Minister and Foreign Minister Muttaqi. Also, we’ve had a conversation between the Joint Secretary in charge and his counterparts on the Afghan side.”

Diplomatic observers say New Delhi’s engagement reflects its efforts to safeguard regional security interests, prevent the spread of extremism, and ensure that Afghanistan’s territory is not used against India’s security concerns.

Humanitarian aid and reconstruction expected to top agenda

Humanitarian assistance, connectivity, and ongoing infrastructure projects are expected to feature prominently in the discussions. India has been among Afghanistan’s largest regional donors over the past two decades, funding roads, hospitals, and educational institutions.

“Recently, when the earthquake happened, we were able to transport relief material to Kunar province the same day, and subsequently we sent more relief material via Chabahar,” Jaiswal said, highlighting India’s continued humanitarian engagement despite the absence of formal diplomatic recognition.

New Delhi has also been quietly expanding cooperation on food and medical supplies, including wheat shipments and life-saving drugs. The recent visit of Afghanistan’s Deputy Minister of Medicine and Food, Hamdullah Zahid, to attend a pharmaceutical exhibition in India underscored growing functional ties between the two countries.

Muttaqi’s visit follows several months of behind-the-scenes diplomatic contact between India and Taliban officials. Earlier this year, Indian Foreign Secretary Vikram Misri met the Afghan minister in January to discuss economic and regional issues.

Analysts view the latest visit as part of a gradual normalization process, in which India seeks to maintain influence in Afghanistan while avoiding premature recognition of the Taliban regime.

“India’s engagement with the Taliban is guided by both humanitarian necessity and strategic caution,” said a South Asia analyst based in Doha. “New Delhi does not want to leave a vacuum for Pakistan or China to fill.”

Regional security, counterterrorism, and the humanitarian crisis in Afghanistan are also expected to be key points of discussion. Indian officials have repeatedly expressed concern about the potential for militant groups operating in Afghanistan to destabilize the wider region.

New Delhi is also closely watching Taliban interactions with Pakistan, China, and Iran, all of whom maintain varying degrees of engagement with Kabul.
“India recognizes the geopolitical reality that the Taliban are in control,” said a former Indian diplomat. “However, engagement does not equate to endorsement.”

No formal recognition yet

India has not recognized the Islamic Emirate of Afghanistan, the name used by the Taliban for their government. However, it has reopened its diplomatic mission in Kabul in a limited capacity since mid-2022, primarily to oversee humanitarian programs and development assistance.

In past statements, India has emphasized that recognition of the Taliban government will depend on its actions on inclusivity, human rights—especially women’s rights—and counterterrorism commitments.

Despite these reservations, the continuation of dialogue signals a pragmatic shift in India’s foreign policy approach, particularly as the Taliban seeks broader regional legitimacy.

Growing regional diplomacy

According to Pakistan’s Foreign Office, “The Prime Minister will hold extensive discussions with President Erdogan on bilateral relations and exchange views on recent regional developments.” The meeting is seen as part of ongoing efforts to elevate the already strong bond between the two nations.

The two leaders last met during the 7th session of the High-Level Strategic Cooperation Council (HLSCC), held in Islamabad on February 12-13, 2025. This leadership-level forum plays a crucial role in shaping the strategic direction of the Pakistan-Türkiye partnership.

One key area of focus is economic collaboration. The two countries signed a Preferential Trade Agreement (PTA) in August 2022, which grants tariff concessions on select goods. Both sides are now working towards a more ambitious goal—raising bilateral trade to $5 billion and potentially advancing toward a Free Trade Agreement (FTA).

In 2023, Pakistan exported goods worth $352.1 million to Türkiye, while importing $250.8 million in return. Key Turkish exports included lead, meat, and artworks, while Pakistan shipped explosives, zinc, meat, and fur skins to its ally.

Though trade volumes are still modest compared to each country’s broader economic landscape, the ongoing dialogue and cooperation signal a strong intent to grow this important relationship.

As PM Sharif meets President Erdoğan in Ankara, all eyes will be on the outcomes that could shape the future of Pakistan-Türkiye relations in the years to come.
