<p>Regional governor Alexander Drozdenko said in a statement on social media that 38 drones were intercepted overnight and that the port, located on the Gulf of Finland, sustained fresh damage for the third time in a week. </p>



<p>He did not specify the extent of the damage.Repeated strikes on export hubUst-Luga is a major node for Russian exports of fertilizers, oil and coal, and has been targeted multiple times in recent days. </p>



<p>Russian authorities previously reported fires at the port following drone strikes on Sunday and Wednesday.The latest attack underscores growing pressure on infrastructure tied to Russia’s export revenues, which Kyiv has increasingly targeted as part of its military strategy.</p>



<p>Ukraine has stepped up long-range drone operations against Russian facilities, including refineries, oil depots and ports. Officials in Kyiv say such strikes are intended to disrupt revenue streams that support Moscow’s military campaign.</p>



<p>President Volodymyr Zelensky has defended the attacks as a proportionate response to Russia’s offensive, though Ukrainian authorities did not immediately comment on the latest incident.</p>



<p> Efforts to negotiate an end to the conflict have faltered, with talks between Moscow and Kyiv, brokered by the United States, losing momentum. Diplomatic attention has been diverted by intensifying hostilities in the Middle East, further complicating prospects for de-escalation in the four-year war.</p>



<p>Russia has not provided additional operational details on the overnight interceptions or potential disruptions to port activity.</p>

<p><strong>Moscow</strong> — A Ukrainian drone attack killed one person and damaged residential and industrial sites in Taganrog on Sunday, regional officials said, as aerial strikes continued along Russia’s southern border with Ukraine.</p>



<p>Yuri Slyusar, governor of the Rostov Oblast, said falling drone debris triggered fires and prompted evacuations in affected areas. </p>



<p>“Emergency crews are working at the site of the incident, where the debris fell,” he said on Telegram, adding that damage had been recorded and residents moved to safety.</p>



<p>Taganrog Mayor Svetlana Kambulova said emergency services responded to 49 incidents across the city. Eight people were reported injured.</p>



<p>She said debris from intercepted drones damaged multiple residential buildings, social infrastructure and industrial facilities. Emergency crews remained deployed, while air defense units continued operations in the area.</p>



<p>Taganrog, a port city on the eastern edge of the Sea of Azov, lies close to the Ukrainian border and has periodically been affected by spillover from the conflict.</p>



<p>There was no immediate comment from Ukrainian authorities on the reported strike.</p>

<p>According to sources familiar with the matter, Qalibaf had been identified as a key interlocutor in the purported exchanges. However, his public denial cast doubt on the existence of any backchannel diplomacy.</p>

<p>Lithuania,&nbsp;<a href="https://www.reuters.com/business/aerospace-defense/nato-member-estonia-says-three-russian-jets-violated-its-airspace-2025-09-19/">Estonia</a>,&nbsp;<a href="https://www.reuters.com/world/europe/drones-that-shut-copenhagen-airport-flown-by-capable-operator-danish-police-say-2025-09-23/">Denmark</a>&nbsp;and&nbsp;<a href="https://www.reuters.com/business/aerospace-defense/poland-downs-drones-its-airspace-becoming-first-nato-member-fire-during-war-2025-09-10/">Poland</a>&nbsp;have all said Russian drones or fighter jets have violated their airspace in recent weeks, prompting the NATO alliance to&nbsp;<a href="https://www.reuters.com/business/aerospace-defense/nato-beef-up-defence-europes-eastern-flank-after-poland-shot-down-drones-2025-09-12/">beef up</a>&nbsp;defence around Europe&#8217;s eastern flank.</p>

<p>Poland has shot down some of the drones, and Lithuania&#8217;s parliament on Tuesday granted the armed forces powers to&nbsp;<a href="https://www.reuters.com/business/aerospace-defense/lithuania-authorises-army-shoot-down-drones-violating-its-airspace-2025-09-23/">shoot down</a>&nbsp;any unmanned drone violating its airspace.</p>



<p>Western officials say Russia is carrying out the airspace violations to test NATO&#8217;s readiness and resolve. Estonia and Poland have asked the alliance to open consultations under Article 4 of the NATO treaty.</p>



<p>Article 4 says members of the North Atlantic Treaty Organization will consult together whenever, in the opinion of any of them, the territory, political independence or security of any of them is threatened.</p>



<p>Turkey, NATO&#8217;s second largest army, has strong ties with Russia in areas including energy and tourism. It has condemned Moscow&#8217;s full-scale invasion of Ukraine and provided Kyiv with military support, but refrained from joining Western sanctions against Russia as part of a balancing act that it says helps it talk to both sides.<br></p>
