Regional governor Alexander Drozdenko said in a statement on social media that 38 drones were intercepted overnight and that the port, located on the Gulf of Finland, sustained fresh damage for the third time in a week.

President Volodymyr Zelensky has defended the attacks as a proportionate response to Russia’s offensive, though Ukrainian authorities did not immediately comment on the latest incident.

Efforts to negotiate an end to the conflict have faltered, with talks between Moscow and Kyiv, brokered by the United States, losing momentum. Diplomatic attention has been diverted by intensifying hostilities in the Middle East, further complicating prospects for de-escalation in the four-year war.

Russia has not provided additional operational details on the overnight interceptions or potential disruptions to port activity.

Yuri Slyusar, governor of the Rostov Oblast, said falling drone debris triggered fires and prompted evacuations in affected areas.

“Emergency crews are working at the site of the incident, where the debris fell,” he said on Telegram, adding that damage had been recorded and residents moved to safety.

Taganrog Mayor Svetlana Kambulova said emergency services responded to 49 incidents across the city. Eight people were reported injured.

She said debris from intercepted drones damaged multiple residential buildings, social infrastructure and industrial facilities. Emergency crews remained deployed, while air defense units continued operations in the area.

Taganrog, a port city on the eastern edge of the Sea of Azov, lies close to the Ukrainian border and has periodically been affected by spillover from the conflict.

There was no immediate comment from Ukrainian authorities on the reported strike.

The attack occurred early on Saturday, with security sources confirming that the residence of Barzani was targeted. No immediate details were provided on casualties or damage.

Air defense systems also intercepted and shot down another drone near a base used by Kurdish Peshmerga fighters in Duhok province, the sources added.

Sudani condemned the incident and held a phone call with Barzani following the attack, according to a statement from his office. He directed the formation of a joint federal and Kurdistan regional security and technical team to investigate the strikes and identify those responsible.

The move reflects Baghdad’s effort to manage growing instability in the north, where overlapping security jurisdictions between federal and regional authorities complicate response mechanisms.

The incident comes amid a surge in attacks involving Iran-aligned militias and Kurdish forces, as the broader US–Israel war against Iran increasingly spills into Iraqi territory.

Airstrikes in recent weeks have targeted positions associated with the Popular Mobilization Forces as well as Kurdish Peshmerga units in the Kurdistan Region.

No fatalities were reported.The escalation came hours after Trump said he would delay, by five days, a planned strike on Iran’s power grid, citing what he described as “very good and productive” discussions aimed at resolving hostilities in the Middle East.

Iranian officials moved swiftly to counter Trump’s statement. Parliament Speaker Mohammad Baqer Qalibaf said no talks had taken place, calling the U.S. claims “fake news” intended to manipulate financial and oil markets and deflect from mounting geopolitical pressure.

According to sources familiar with the matter, Qalibaf had been identified as a key interlocutor in the purported exchanges. However, his public denial cast doubt on the existence of any backchannel diplomacy.

Iran’s Revolutionary Guards said they were continuing operations, including attacks on U.S. targets, and described Trump’s remarks as “psychological operations” with no bearing on Tehran’s military posture.

Global markets reacted sharply to the shifting narrative. Trump’s announcement of a delay in military action had initially buoyed investor sentiment, pushing share prices higher and driving oil below the $100-per-barrel mark after earlier volatility tied to threats of escalation.

By Tuesday, those gains appeared at risk as renewed hostilities and Iran’s rejection of negotiations reintroduced uncertainty into energy markets and broader risk sentiment.

The diplomatic confusion follows Trump’s weekend ultimatum demanding that Iran reopen the Strait of Hormuz within 48 hours. The strategic waterway carries roughly one-fifth of the world’s oil and liquefied natural gas, making it a critical chokepoint for global energy supply.

Iran has not indicated any shift in its stance on the strait, and the continued exchange of threats and military actions has heightened concerns over potential disruptions to energy flows and regional stability.

Lithuania, Estonia, Denmark and Poland have all said Russian drones or fighter jets have violated their airspace in recent weeks, prompting the NATO alliance to beef up defence around Europe’s eastern flank.

“Within the scope of NATO Assurance Measures, our Airborne Warning and Control System (AWACS) aircraft is carrying out missions in Lithuanian airspace between September 22-25,” the ministry said in its weekly press statement.

AWACS are capable of detecting low-flying drones and other objects that ground radars miss.

The ministry provided no further information.

Poland has shot down some of the drones, and Lithuania’s parliament on Tuesday granted the armed forces powers to shoot down any unmanned drone violating its airspace.

Western officials say Russia is carrying out the airspace violations to test NATO’s readiness and resolve. Estonia and Poland have asked the alliance to open consultations under Article 4 of the NATO treaty.

Article 4 says members of the North Atlantic Treaty Organization will consult together whenever, in the opinion of any of them, the territory, political independence or security of any of them is threatened.

Turkey, NATO’s second largest army, has strong ties with Russia in areas including energy and tourism. It has condemned Moscow’s full-scale invasion of Ukraine and provided Kyiv with military support, but refrained from joining Western sanctions against Russia as part of a balancing act that it says helps it talk to both sides.
