<p><strong>Bamako</strong> — Al-Qaeda-linked jihadist group Jama’at Nasr al-Islam wal Muslimin (JNIM) and Tuareg rebels from the Azawad Liberation Front (FLA) said on Saturday they had launched coordinated attacks across Mali, including near the capital Bamako, in one of the country’s most significant offensives since the insurgency began more than a decade ago.</p>



<p>Mali’s ruling military junta said its forces were battling what it described as “terrorist groups” that launched surprise dawn assaults on military positions around Bamako and in several regional cities, while authorities insisted the situation was under control.</p>



<p>Helicopters circled over the capital and around Bamako’s international airport as fighting was reported near the Kati military base, a strategic garrison town where junta leader General Assimi Goïta resides.</p>



<p>JNIM, an armed group linked to Al-Qaeda, said the attacks were carried out jointly with the FLA, a coalition of Tuareg separatist rebels active in northern Mali.“Together, we are carrying out a veritable transformation, in the service of religion, of the country and of the people,” the group said in a statement.</p>



<p>JNIM claimed its fighters targeted the residences of Goïta and Defense Minister General Sadio Camara, as well as Bamako international airport and other military installations.Witnesses reported intense clashes in Kati and other urban centers, while online footage showed armed militants moving through streets in contested areas.</p>



<p>The FLA separately said it had seized control of Kidal, a key northern city long regarded as a symbolic stronghold of Tuareg separatist movements.“Our FLA troops control Kidal, most of Kidal,” FLA spokesman Mohamed Elmaouloud Ramadane told AFP, adding that the regional governor had taken refuge at the former camp of the United Nations peacekeeping mission MINUSMA.</p>



<p>The Malian army said “terrorist groups” had attacked “certain points and barracks in the capital and the interior” early Saturday, but later stated that 16 civilians and soldiers were injured and that only limited material damage had been recorded.“The situation is fully under control in all the localities targeted,” the junta said.</p>



<p>Analysts said the scale and coordination of the attacks marked a serious escalation.“We’re looking at a major coordinated offensive across the country on a level unseen since 2012 when the government lost half the country,” said Charlie Werb of Aldebaran Threat Consultants.</p>



<p>Fighting was also reported in Gao and Kidal in the north and in the central city of Sevare, highlighting the geographic spread of the offensive.Russia’s Foreign Ministry said around 250 fighters had attacked Bamako airport and a nearby military base, adding that the assault had been repelled.“The Russian side expresses deep concern over the unfolding events,” the ministry said on Telegram.</p>



<p>Russian military support has become central to Mali’s security strategy since the junta severed defense ties with former colonial power France and strengthened cooperation with Moscow. Russia’s Africa Corps, operating under the Russian defense ministry, replaced the Wagner mercenary group in supporting Malian forces.</p>



<p>Since 2012, Mali has faced a prolonged insurgency involving jihadist groups, criminal networks and separatist movements. The military leadership, which seized power in coups in 2020 and 2021, justified its takeover partly on promises to restore security, but attacks have continued across the country.</p>



<p>Thousands have been killed and tens of thousands displaced by the violence, with many fleeing to neighboring states.African Union Commission Chair Mahmoud Ali Youssouf condemned the attacks, warning that the renewed violence risked exposing civilians to significant harm.</p>



<p>The whereabouts of Goïta were not immediately clear, while speculation also surrounded Camara after residents reported that a powerful explosion had heavily damaged his residence in Kati. His entourage later said he was safe.</p>



<p>The streets of Bamako remained largely deserted into the evening as security forces maintained a heavy presence and sporadic gunfire continued in parts of the city.</p>

<p><strong>Bukoba (France24) —</strong> The death toll from Sunday&#8217;s plane crash in Lake Victoria in Tanzania jumped to 19, Prime Minister Kassim Majaliwa said, after the Precision Air flight with dozens of passengers aboard plunged into water while approaching the northwestern city of Bukoba.</p>

<p>&#8220;All Tanzanians are with you in mourning the 19 people who lost lives during this accident,&#8221; Majaliwa told a crowd after arriving at Bukoba airport, where the flight had been scheduled to land from financial capital Dar es Salaam.</p>
<p>Flight PW 494 was carrying 39 passengers, including an infant, as well as four crew members, according to the airline. It initially said 26 of the 43 people on board were rescued but later said 24 survivors were reported by emergency services at the scene.</p>
<p>Precision Air, a publicly listed company which is Tanzania&#8217;s largest private airline, said it had dispatched rescuers to the scene.</p>
<p>&#8220;An investigation team consisting of Precision Air technical staff and TAA (Tanzania Airports Authority) has also departed to join the rescue team on the ground,&#8221; the airline said in a statement.</p>

<p>Emergency workers attempted to lift the aircraft out of the water using ropes, assisted by cranes as residents also sought to help.</p>
<p>President Samia Suluhu Hassan expressed her condolences to those affected by the accident.</p>

<p>Precision Air, which is partly owned by Kenya Airways, was founded in 1993 and operates domestic and regional flights as well as private charters to popular tourist destinations such as the Serengeti National Park and the Zanzibar archipelago.</p>
<p>The accident comes five years after 11 people died when a plane belonging to safari company Coastal Aviation crashed in northern Tanzania.</p>
<p>In March 2019, an Ethiopian Airlines flight from Addis Ababa to Nairobi plunged six minutes after takeoff into a field southeast of the Ethiopian capital, killing all 157 people aboard.</p>
<p>In 2007, a Kenya Airways flight from the Ivory Coast city of Abidjan to Kenya&#8217;s capital Nairobi crashed into a swamp after takeoff, killing all 114 passengers.</p>
<p>In 2000, another Kenya Airways flight from Abidjan to Nairobi crashed into the Atlantic Ocean minutes after takeoff, killing 169 people while 10 survived.</p>

<p><strong>Tigray (AFP) —</strong> Authorities in Ethiopia&#8217;s rebel-held Tigray region announced Sunday they would respect a ceasefire as fighting intensified in the country&#8217;s war-torn north, and the African Union called for an immediate truce.</p>

<p>International concern is growing around the fate of Shire, a city of 100,000 people in northwest Tigray, where Ethiopian and Eritrean troops have launched a joint offensive and civilian casualties have been reported.</p>
<p>UN chief Antonio Guterres has joined the United States and other Western powers in voicing alarm over the worsening violence and called for a peaceful settlement to &#8220;this catastrophic conflict&#8221;.</p>
<p>Ethiopian Prime Minister Abiy Ahmed&#8217;s government and the Tigrayan authorities have accepted an AU invitation to talk, but negotiations set for last weekend in South Africa failed to materialise and no new date has been announced.</p>
<p>On Sunday, AU Commission chair Moussa Faki Mahamat urged the warring sides to &#8220;recommit to dialogue as per their agreement to direct talks to be convened in South Africa&#8221;.</p>
<p>&#8220;The Chairperson strongly calls for an immediate, unconditional ceasefire and the resumption of humanitarian services&#8221; to areas cut off by the fighting, Faki said in a statement released on Sunday, but dated Saturday.</p>
<p>Authorities in Tigray, which has been under rebel control since government forces were ousted in June 2021, welcomed the statement and said they would respect an internationally backed ceasefire.</p>
<p>&#8220;We are ready to abide by an immediate cessation of hostilities,&#8221; their statement read.</p>
<p>&#8220;We also call on the international community to compel the Eritrean army to withdraw from Tigray, take practical steps towards an immediate cessation of hostilities, and press the Ethiopian Government to come to the negotiating table.&#8221;</p>
<p>A spokesman for Ethiopia&#8217;s government did not respond to a request for comment when contacted by AFP.</p>
<h2>Aid worker killed</h2>
<p>International alarm over the latest fighting came as US special envoy Mike Hammer arrived in Addis Ababa to push for a peaceful resolution to nearly two years of war.</p>
<p>Fighting resumed in August after a five-month lull, dimming hopes of settling a conflict that has killed untold numbers of civilians, and been marked by atrocities on all sides.</p>
<p>&#8220;Intensively working with the African Union and other partners to launch an AU-led peace process in the coming days,&#8221; the US State Department&#8217;s Africa Bureau posted on Twitter on Sunday.</p>
<p>Talks were to be mediated by the AU&#8217;s Horn of Africa envoy Olusegun Obasanjo, South Africa&#8217;s former deputy president Phumzile Mlambo-Ngcuka and former Kenyan president Uhuru Kenyatta.</p>
<p>Diplomats suggested logistical issues were partly to blame for last weekend&#8217;s much-anticipated meeting in South Africa not going ahead.</p>
<p>Fresh offensives on multiple fronts have halted desperately needed aid into Tigray, where the UN says millions have fled their homes, and hundreds of thousands are close to famine.</p>
<p>The International Rescue Committee (IRC), an aid organisation delivering relief to Tigray, announced on Saturday that one of its staff was among three civilians killed in an attack in Shire, while another was injured.</p>
<p>The World Food Programme (WFP) on Sunday said it received reports of Friday&#8217;s attack near where the IRC was distributing food &#8220;to WFP beneficiaries, including vulnerable mothers and children&#8221;.</p>
<p>&#8220;WFP condemns any deliberate targeting of humanitarian activities&#8221; and calls on all sides to respect international law, a WFP spokesperson in Ethiopia told AFP in a statement.</p>
<p>Shire had been &#8220;subjected to continuous heavy artillery and air strikes all this week&#8221; and civilians have been fleeing, a humanitarian worker in the city told AFP on condition of anonymity.</p>
<p><strong>&#8216;Indiscriminate attacks&#8217;</strong></p>
<p>US aid chief Samantha Power said of the escalating conflict in northern Ethiopia that &#8220;the risk of additional atrocities and loss of life is intensifying, particularly around Shire&#8221;.</p>
<p>&#8220;Recent indiscriminate attacks by the Ethiopian National Defense Forces and Eritrean Defense Forces in Shire, and reports that Eritrean forces may soon take control of civilian population centers, are gravely concerning,&#8221; Power wrote on Twitter on Sunday.</p>
<p>Eritrea sided with Ethiopia when war began in November 2020 after Abiy accused Tigray&#8217;s dissident ruling party, the Tigray People&#8217;s Liberation Front (TPLF), of attacks on army camps.</p>
<p>Eritrea is a historic enemy of the TPLF, which dominated Ethiopia&#8217;s ruling coalition until Abiy took power in 2018, and its forces have been accused of mass rape and murder in Tigray.</p>
<p>The re-entry of Eritrea into the conflict has &#8220;made matters significantly worse&#8221; and they must leave Ethiopia, said Hammer.</p>
<p>Eritrea says it is being &#8220;scapegoated&#8221; and has accused the US and others of turning a blind eye to TPLF atrocities.</p>

<p>On a recent visit to Africa, President Recep Tayyip Erdogan of Turkey said, “What my African brothers have longed for years are true friends who respect their history, culture, traditions, languages” and that Turkey “wants to be a true friend of Africa”.</p>



<p>Erdogan views Turkey as a second coming of the Ottomans&#8217; global power with global reach, which is why he pursues a foreign policy agenda that emulates his view of the Neo-Ottoman Turkey. </p>



<p>Erdogan-led Turkish government has thus worked to increase engagement across the world.</p>



<p>Turkey often digs its claws in less-developed regions such as Africa and Latin America. In Africa, for example, Turkey now has 41 embassies, which were hardly 12 in 2003. </p>



<p>In 2017, Turkey opened its largest military base overseas in Somalia&#8217;s Mogadishu.</p>



<p>Turkey started joint military training exercises with Somali National Army soldiers. </p>



<p>The state-run Turkish Airlines now flies 52 routes from Istanbul to 33 different African countries, when it only flew to 14 in 2011.</p>



<p>Turkey has increased bilateral trade with Africa five-fold from 2003 to over $20 billion in 2018. Leaders within the African Union (AU) have stated that Erdogan has “won hearts and minds” through his &#8220;humanitarian assistance&#8221;, which in reality are bribes to the officials and the leaders.</p>



<p>Meanwhile, Turkey is pushing its version of Islamic extremism under the disguise of charities support for Muslim communities. </p>



<p>Africa&#8217;s 54 countries is what Erdogan views as his future areas of influence winch led to increased engagement across Africa as a way for Turkey to achieve greater goal.</p>
